You might want to look at other church sites to get an idea of the content they include.

If it's not being updated regularly - is it due to one person maintaining it, using static HTML web pages? If so, consider redoing it with a content management system (CMS). Wordpress, Joomla, and Drupal are free CMS' that are used by members (myself included) here. We now have several people, including church staff updating our website.

Some of us use 1and1 to host our websites. It's inexpensive. You might also consider Dreamhost, since they offer free hosting for non-profits.
