Dave, It does not look like anyone responded to your question. Did you come up with something yet? I can think of several approaches that could work, each with a different price point. It this to be a short term or long term effect? What is your time frame and ballpark budget?

do you have an available projector? If so, then I have an outline of a city that I can make up for you in Photoshop....

If not, but there's room for something like that, then let me know-maybe we can get you a 1500 lumens loaner...

Yeah, if you have the angles, projectors are the way to go.

Does it have to be an outline? What about using real picture and then just dimming it down?

Have you looked at stock gobos? Rosco, Apollo and GAM have extensive selections. They have online catelogs to look at.

For a simple literal outline, you could cut some gobos yourself in some flat steel sheeting (like a cookie sheet). Stay away from aluminum, it won't take the heat well even for a short time frame. The overal size of the gobo blank will depend on the type of fixture you have and the holder it uses. If you have some gobos on hand, those could give you a template. Draw the outline you want with a sharpie marker on the blank gobo plate and then cut it through with a Dremmel type tool. The thickness of the cut will depend on the effect you want and the distance your fixture is from the wall. The further way you are the bigger the line will look. I would emphasize that this would need to be a simple outline without a lot of interior details. For that it gets trickier to cut while still providing for connecting lines. Custom gobo shops use lasers and/or acid photoetching. Apollo Design can turn around a custom metal gobo from your artwork fairly fast but the initial setup charge for custom work is a bit high. Once the master is done, multiple copies can be cut without additional setup charges.

If you are trying to cover a wide wall area, you can cut several and use multiple ellipsoidal lights to get the spread.

For more details in the image, the video projector idea can work as well if you have a way to mount it and can get the beam spread/intensity you need. Could use multiple projectors if you have them and can mount them.

One more idea. Use some physical media to create the outline and then just light it with some colored lights. We did something like this for Christmas'08.
Used insulating foam sheets and cut out the outline of a cityscape (and other figures). Painted black they became a silhouette that I hit with some blue light to suggest night time.

I was able to do a projection of Bethlehem for a Christmas production I did a few years ago. I used a stock gobo and a Source 4 spotlight. I think the gobo was from roscoe. This was the effect:
