| Make sure the PC has the latest available version of Quicktime, which as of this post is 7.6.9 (http://www.apple.com/quicktime/download/) Adobe Premiere Elements should support common Quicktime file (.mov, .mp4, etc.) http://www.adobe.com/products/premiereel/systemreqs/

| Maybe so, but when you are dealing with Quicktime files in any app on a PC, you want to make sure PC's installed version of Quicktime for Windows is current. Adobe Elements is probably trying to use the codec associated with the Quicktime version on the PC. If the PC has an older version of Quicktime, there could be compatibility issues with importing/rendering Quicktime (.mov/.mp4) files. For argument's sake what version of Quicktime does the PC have? Per Adobe product specs... Quicktime version 7 is required (see link to Adobe product page in previous post).
