Resizing mask with layer in photoshop

Why is when I have a layer that I've applied a mask to and resize it, the mask does not resize with the rest of the layer.

The little chain is clicked on between the layer and the mask.

When I move the layer, the mask moves.

But when I try to resize, only one or the other resized, depending on which is selected. I can't get both to resize.

What am I missing?
