looks like he saved it at low quality and a smaller size, and then blew it up back to the full size. I'm sure the actual method was much more complicated than that.

I'm sure Phil was being facetious.
Actually, all I did was use PS El 3 to take the small original and blow it up to 1024x768, then save it as a JPEG at the absolute minimum quality setting of zero.

I wasn't trying to make it look old & grainy. I was just trying to make it look like I had taken the small original and blown it up.
