Convert SD video clip to HD - best method?

Ok, so I have a video that was shot with an SD camera, produced an SD video file output several years ago....

Fast forward to today, and this video file is going to be shown on a PBS show, and they've asked for an HD version. What is the best way to scale up a video from SD to HD?

I have the full suite of Adobe products. I know I can just put the video file in to an HD timeline in Premiere and scale it up, render it out, but I'm wondering if there is a better way that will actually sample the pixels and generate an HD version, etc, etc.

Any thoughts out there?

I've seen lots of archival footage on HD shows where they fill the left and right pillarbox with duped and blurred copies of the SD footage. That way at least you're only scaling to fill the vertical space. I find it less irritating than SD footage that has been scaled up the full width and cropped, which always ends up looking bad.

Unfortunately for this 12 minute clip I can't do that. Has to be full screen.
