How about Augsburg Fortress Press (augsburgfortress.org), they do a lot of this kind of thing for the Lutheran Church. Although you can get them with a plain back page rather the the scripture from the Lectionary. Even though imagery may be according to the church calendar it doesn't make a huge difference. You can order them one off for certain days or on a regular weekly subscription basis. If you have someone artistic in your church you can get original art work then get a print jobber to do the bulletins. When I had to do bulletins, I took a photo of the church, use The Gimp to make a "high-key" version, basically you increase the contrast until you have a black and white line, type image. This is easy to photocopy and can be used on a regular basis, then order something special for the high holidays.
