No, all dimmers are controlled by consoles. One (packs) are small, portable units of usually 4-6 dimmers. They are often made with inferior parts and are usually linked so that dimmers are connected in twos and fours. For example a pack may have 4x1000W dimmers, but the whole pack is only rated at 2400W.
Wall mounted (and most rack mounted) dimmers on the other hand usually come in sets of 12 and are made with higher quality components. In addition they are always rated by their load per dimmer. Thus no worry about "overloading" a pack and blowing it out. But wall mounted dimmers require circuit raceways to function.
